The Houston-Luanda Sister City Association (HLSCA) is a tax-exempt, non-profit volunteer organization devoted to promoting educational, social, health, cultural, and business ties between citizens of both cities (Houston and Luanda). Membership is open to all persons and organizations with an interest in pursuing these goals.

Individuals or companies will be admitted to the membership of HLSCA on acceptance of the membership application and payment of the annual membership dues.
